Our Organizational Identity

The Keystone Area Council serves the counties of Dauphin, Perry, Cumberland, Franklin, and a small part of York and Adams counties in South Central Pennsylvania. This territory is divided into five Districts and provides a Scouting program to more than 9,000 youth in more than 290 units.

Oliver Perry District is one of the five Districts that make up our council. This District is unique in that it is made up of all the troops from within Perry County.
